The Small Business Innovation Research (SBIR) and Small Business Technology Transfer Programs (STTR) stimulate technological innovation, strengthen the role of small businesses to meet NASA R&D needs, encourage private sector commercialization of innovations, and encourage participation by minority and disadvantaged businesses. The commercialization aspect of the program transitions the technology into products/services for NASA missions, other Government agencies, and non-Government markets.
The NASA SBIR Program is administered through an annual solicitation with a funding allocation of 2.5% of the agency’s extramural research and development budget. The NASA STTR Program is similar in structure to the SBIR Program and receives funding of at least 0.3% of the agency’s extramural research and development budget. It is up to the small business and its partnering research institution to decide how their intellectual property will be transferred between them.
The SBIR and STTR Programs are valuable at NASA Glenn Research Center providing innovations that enhance and complement research and technology in critical mission areas. For businesses, they provide valuable opportunities and a low-risk way to develop and commercialize their technology.
